Press Release - Re-Opening of Phoenix Prison

Date: March 29, 2018

Phoenix prison, formerly known as La Bastille Prison will be operational again on the 29th of March 2018, since its closure on the 27th May of 2014, following the opening of the Eastern High Security Prison.
Phoenix Prison is a high security prison, located at Willoughby Street, Phoenix and became operational for the first time on the 10th December 1980, after its proclamation in the same year.  The Institution can accommodate a maximum capacity of 24 detainees.

To achieve the objective of Improved Security in the Mauritius Prison Service(MPS) in line with our Strategic Plan 2013 – 2023, Prison Authority has, with the approval of the Cabinet, decided to re-open Phoenix Prison. The Phoenix Prison will also address security challenges facing the Mauritius Prison Service.

Major renovation works have been carried during the last few months by Prison Staffs, detainees and other stakeholders. Particular attentions have been given to the general conditions of detainees who shall be kept thereat and they shall be subject to humane containments.

To facilitate the management of Phoenix Prison, a Standard Operating Procedure (SOP) has been written which is in line with International Norms for the management of high risk detainees in high security prisons.

Selection of detainees for Phoenix Prions is carried out by a Panel comprised of Senior Officers of the department, which takes decision on the basis of criteria provided in the SOP.
